Individual users can move goals from previous cycles, but can't move those before the end of the evaluation cycle. Allow goals from the current period to be moved to future goals by the individual user and not just locked to the supervisor.

The only other issue is integration of data to platforms. The only way to pull data from the system is through a large excel file.
