Totally designed for developers, as it has implemented several frameworks (VUE, Angular, React...) to accelerate the implementation process, which is great. If you want to self-host it, you can and it's "free" (if you consider your time and resources free). Fee is reasonable, counting it's not human translation. Review collected by and hosted on G2.com.
If you need more that machine-made translation, they don't offer this service (yet). For "simple solutions" like a website (i.e. WordPress site) implementation maybe it's quite complex. Tolgee solved in an easy and smart way one of our big problem, it makes easy to localize our app to any languages.
It's really one of those services that you would like to implement into product to get an easy way to be multi language really fast.

Tolgee is simple to use and setup, with an intuitive UI for translation.
For us it was particularly important that we can manage translation extraction ourselves, without a third-party system like Tolgee. Thankfully, Tolgee allows you to do this easily. There is a CLI tool that allows you to integrate it seamlessly with the CI.
