We were banned for "circumventing systems" 4 months after we ran a $35 campaign. We follow best practices, don't have any malware or anything wrong with the site, and, to my knowledge, aren't breaking any rules. We've appealed several times, and just get the same form email.

We just uploaded lists to Google Ads Audience Manager, given some time the Similar audiences were created. However, the audience size came back as 0. It's been about ~48 hrs, does it just need more time to generate the list?
