I would ask the product to have more rule engine-like capabilities, and they tell me that Fcase has a filter that works when the event/case is in, but it is not really a rule engine that performs fraud detection. It may not be fair to ask a fraud operations solution to have fraud detection capabilities, but then it would be perfect with that and maybe we would not even need a transaction monitoring solution in the back.
