If you're looking for a free solution, you'd be hard-pressed to beat Backdrop. There's a huge variety of open-source modules to choose from and you can definitely customize your site and add on most of the tools/resources you need, even when they're not available in core. "You get what you pay more" might not be entirely true, but it is true that Backdrop has the limitations of free software. The core version is very simple and it can take some time and effort to find and implement all the modules you need for your site.
