From a licensing and upgrade path viewpoint, its a nightmare. You have to upgrade all of your licenses all at once from 20 version to bluebeam 21 (which stands for the year, they were just really slow to bring it out), and if you have existing licenses on previous versions, you cannot test out 21 with a few users without upgrading an entire group of licenses. Licensing has become a nightmare so that they can turn it into a subscription model that will most likely double the price from the previous years models.
