In the Halp web app (yourslackname.halp.ai), go to the settings section in the top right.

To invite new teammates to become agents in Halp, you first need to set up your triage channel.
Then, simply invite the users you want to be agents to the triage channel using /invite or by mentioning the user in the channel.
To make a ticket in Slack, you can use a simple Slack slash command. /halp, /helpdesk, and /support will all create a ticket.
