Greetings,
It sounds like you were subject to tax all along as opposed to a new sales tax law. In my experience, once you register, most states will ask you for those previous returns. Complete them and mail them in at the same time. Then request abatement for penalties. If you mail them in one by one, the state may only allow you to abate one month of penalties.
