It is best for beginners who are entry-level programmers it is simple to use. It is useful when project is small.

IntelliJ IDEA is best. It is very easy to use, if you want to configure GIT you can do it very easily. You can just perform git actions by simple clicks. If you want you can add environment variables in configurations. It provides very good code formating, u can run junit test, functional tests, gui tests and what not. The community edition version itself is so powerful so I didn't find any requirement to move to paid version.
