It is complete but can be used to do simple prototype. But are able to create very complex prototypes and wireframes.

Axure has pretty good masters, widget libraries, styles, layout and interaction tools. It also allows you to share (publish) your wireframes and prototypes with your team (password protected if needed) over the web for free via AxShare. You can also generate HTML files which can be used elsewhere in other programs.
