I had been a long time user of PHPMyAdmin and was hoping for something better, more secure and with more support for other DBs. Adminer is it. Clear UI, works fast, nicely updated and good selection of DBs. I've used it for over a year without problem against MySQL and Postgres.

I like that it's a self-hosted, web-based administration tool for PostgreSQL (and other databases, though I've only used it for PG). Encoding parameters in the URL means you can refresh the page. Best of all, it's in active development and hasn't been abandoned yet.
