It's a great platform to manage your virtual environment, when you have multiple hypervisors (host servers) which can be clubbed and managed through a virtual machine manager. All kinda of deployments, changes can be performed. Also, can review host servers and capacity for migrations and upgrades. Understand the requirements thoroughly. For example, every Tenant Admin in VMM is considered a user and so should be licensed via RDS CALs. There is no GUI and with the introduction of Azure Stack, it is highly unlikely that MS would implement this in the future. So, the only option for your tenants would be to access via RDWeb or Direct RDP login. There is no direct chargeback feature and for that, you require integration with SCOM.
