I thought this project was going to last for weeks until I found Cookiebot. It's super simple to set up, not too expensive, and you can even use a free version if that's enough for you. I had to buy the premium version to display a working cookie banner since my mobile version website cookie banner was only working when the design is set to top banner. Otherwise, it would display somewhere in the middle of the website, which was suboptimal. It would be more transparent of the dev team if they included some of the designs in the free edition for technical cases like mine.
