Allow to create own plugin for whatever purpose

Is there a mechanism for auto complete for php frameworks like Codeingiter , which is inbuilt not by other third party plugins

I would like to have a powershell terminal integrated with sublimetext 3.

I wanted to ise sublime for data analysis but i found it rather hard and was not abke to it, so i was thinking if like pycharm you peopke can make integration with anaconda so that library will be automatically there for us to import.

There is one thing I still am not proficient at and that is how to build other language programs for example Java . Where to run the code and what extensions or plugin's to install ?

I think it doesn't work well as an only text edition tool. Which program do you use with Sublime Text?

my question is all about how can one create a new coding environment while still in the same environment without losing the old coding area

Any extra features?

I might want to develop code in JAVA but I am not sure if it is compatible.
