As soon as Adobe dropped support for Flash support for ScaleForm was also dropped, so it is no longer being updated, While Scaleform and ActionScript are still badly needed skills when it is used, because it's no longer supported it is primarily used in older games being updated for new platforms when there isn't time to redo the whole UI system, so these skills are basically a dead end and therefore I can't really recommend them for new projects.
