**What do you like best about Quorum?**

I use Quorum for legislative tracking, monitoring, and bill analysis, and it's been really effective in ensuring legislation doesn't 'sneak through the cracks' that could impact our business. I appreciate how Quorum allows us to provide feedback to other business units on legislative trends across the 50 states. I like the ease of use for most of the platform and the mobile app is particularly handy. I find being able to log interactions and have them stored accessibly is fantastic. The AI bill analysis feature saves tons of time by quickly reviewing numerous bills and determining which may be impactful.

**What do you dislike about Quorum?**

It will be great when Quorum AI can pull legislation possibly impactful to our organization without as much user input. I also look forward to Quincy being more integrated in the workflow.

Quorum prevents important legislation from slipping by and allows us to track trends across states, saving time by using AI for bill analysis, making it easy to spot impactful bills.

**What do you like best about Quorum?**

I’ve found Quorum incredibly valuable because it brings legislative tracking, grassroots advocacy, stakeholder engagement, and reporting into one centralized platform. Having everything in one place has made it much easier for me to manage advocacy campaigns, follow policy developments in real time, and coordinate outreach across teams without juggling multiple disconnected systems. I’ve also been particularly impressed with Quorum’s customer support and onboarding, which have consistently felt responsive, collaborative, and solutions-oriented. Overall, Quorum has helped streamline our advocacy operations, strengthen reporting and impact measurement, and make it easier to scale engagement efforts effectively.

**What do you dislike about Quorum?**

While my overall experience with Quorum has been very positive, one ongoing challenge is that the platform can feel overwhelming at times simply because it offers so many features and capabilities. There’s a real learning curve to fully take advantage of the more advanced reporting, CRM functions, and highly customized workflows, especially for newer team members who are still getting oriented.

I’ve also found that getting the most out of the platform requires consistent internal training and strong process management. Without that, it’s harder to keep data clean and ensure workflows stay organized and used consistently. Finally, for smaller organizations or teams with tighter budgets, the investment can feel significant upfront, even though the breadth of tools and the level of support help justify the cost over time.

**What problems is Quorum solving and how is that benefiting you?**

Quorum has helped us centralize legislative tracking, grassroots advocacy, stakeholder engagement, and reporting in one system. As a result, our team can collaborate more smoothly and respond to policy developments much faster. The biggest benefit for me has been being able to better align advocacy campaigns with our policy strategy, track engagement and impact more effectively, and deliver clearer reporting to leadership on the outcomes of our work. I also love the new video story capture features, along with the AI enhancements with Quincy, which make it easier to stay productive and get more done.

**What do you like best about Quorum?**

I like the ability to have multiple functions within Quorum itself and the customization I can do with tracking boards and issue management. Quorum is a one-stop shop for my needs, allowing me to have everything at my fingertips. I can look at a bill, go to the sponsors page to find contact information, and even ask Quincy to provide a summary for my CEO, all in one place. It's very easy to set up, and having a success team member to contact is nice.

I use Quorum to track legislation across all states and Congress efficiently, saving time on finding contact info and creating summaries. It's a one-stop shop, enabling quick access to bills, sponsor details, and automated summaries.

**What do you like best about Quorum?**

The thing I like most about Quorum is that it enhances the team coordination. This is linked to Salesforce to synchronize stakeholder records and managed using the Outlook sync to do meetings. The integration saves time and eliminates duplication. The features provide us with the ability to plan campaigns and task assignment. It has been part of our routine because we use it with high frequency. The implementation needed planning, which after being implemented, it facilitated greater collaboration.

**What do you dislike about Quorum?**

The problem with Quorum that I would have is that the features may seem overwhelming initially. My team was required to spend additional time to get familiar with the system during implementation and this hampered adoption. Certain integrations with Salesforce had to be changed and that led to delays in synchronizing data. Since we operate it at high frequency, it is easy to be disrupted by glitches that are even only a few day to day tasks. Such difficulties at times lower efficiency particularly when time limits are met.

**What problems is Quorum solving and how is that benefiting you?**

Quorum will resolve the issue of legislative tracking and fragmented stakeholder information. We used to store information on spreadsheets and emails prior to its use. Everything is in sync now with its salesforce integration and outlook. Features also enable us to follow up the bills, allocate tasks, and plan the outreach within a single system. Since we frequently use it, it helps our team to be focused and organized leading to better decision making and campaign outcomes.

**What do you like best about Quorum?**

I do like the way that Quorum has the legislative information organized to allow easy visualization of the relationship amongst bills, amendments and the voting patterns. I apply it in my daily routine making briefs and summaries and it aids me to make sure that I do not skip anything of importance. The ability to trace the impact of various pieces of legislation on one another has allowed me to make my research more focused, and it also assists me in offering colleagues with objective and proper guidance on making decisions.

**What do you dislike about Quorum?**

The negative aspect is that not all the historical data may be reliable or difficult to find. There are times when I need to recheck previous votes or older amendments and this slows down research and brief preparation. Although the service is extremely useful as it is used today to track down the latest legislation, it would be better to have access to past data to conduct effective research on a policy in a long term perspective.

The primary advantage of Quorum is that it offers an organized perspective of the legislative processes, which makes the research and briefing preparation easier. I will be able to follow several bills and amendments at the same time, discover essential connections, and distribute clear summaries among the colleagues. This leads to better effectiveness of the team, less errors and the fact that everyone is keen on key policy matters.

**What do you like best about Quorum?**

I use Quorum for grassroots activation, and it helps me easily reach my members and gives them a simple way to activate. I like the different ways I can target members and the ease it lets me interact with elected officials and regulators. Being able to comment on complex regulations that affect my members is also important to me. The initial setup was good, as the team made it easy to import old data and provided a number of trainings.

**What do you dislike about Quorum?**

It's difficult and not as intuitive to use at first. There are too many dissimilar parts that are confusing. With time it gets easier to understand.

I use Quorum to easily reach my members and provide a simple way for them to activate. It helps me target members effectively and interact with elected officials, allowing me to comment on complex regulations affecting my members.

**What do you like best about Quorum?**

The best part of Quorum to me is the ease it provides when it comes to tracking of meetings and other significant documents. I do it regularly, and the frequency of use makes me keep up with agendas, votes, and discussions. It links with our calendar quite well hence the reminders are never wrong. The features that encompass the voting, motions and attendance have made my daily routine easier. The implementation process was smooth, and it was a matter of relief to the entire team.

**What do you dislike about Quorum?**

What I do not like is, at times, large documents are uploaded at a slow rate than it should. Those delays have an impact on my workflow since I use Quorum regularly. There are a lot of features and some of them are clumsy to work with. These quirks could be a manual task at times but implementation was good. The problems are eventually solved by the customer support, but awaiting the support may slack down meeting preparation.

Quorum solves the disorder in the attempts to organize several meetings and legislative documentation. Being present in it usually assist me in keeping agendas, votes and information about its members in order. Its capabilities to track movements, attendance, and vote allow all this to be more organized. We are integrated with our calendar such that every deadline is met. The software has not only saved our time but also reduced the number of errors and made our overall meeting procedure better; this is of benefit to me and my colleagues in our day to day activities.

**What do you like best about Quorum?**

Quorum is a very powerful tool providing many different options for engaging in advocacy. Whether you are looking for contacts for public officials, trying to organize your database of contacts, or tracking bills and engagements, Quorum provides an extremely wide set of tools that are relatively easy to use. 

I use Quorum very frequently in my work for all of the things I mentioned above. My organization uses Quorum since a few years ago and the implementation of it into our processes has been relatively smooth. That's partly because Quorum offers a staff member to help with questions and navigating the interface/tools, which is extremely helpful. 

I also think Quorum is easy to integrate into existing processes. The Action Center in particular has replaced some of the click-to-call or click-to-email processes that were used by my org previously.

**What do you dislike about Quorum?**

The sheer number of tools available in Quorum can serve as a barrier to use. It does take some time to get used to the different things you can do in Quorum. I mainly focus on logging engagements as well as sending mass emails through Quorum, and while I am fairly comfortable with those processes, I am less familiar with the tagging/tracking capabilities because I don't use them. 

Luckily, if I ever do have to use those processes, I can engage with the staff member assigned to our account.

**What problems is Quorum solving and how is that benefiting you?**

Quorum is a one-stop shop for several things that I have to do in my job, which is useful because it consolidates what would otherwise be several different databases. Quorum holds the individuals/organizations we have engaged, while allowing us to email all of those organizations/contacts if needed. Quorum allows us to track when we engage and what we engage on. All of this is very helpful to have in one place.

**What do you like best about Quorum?**

Quorum is how we track legislation from start to finish. We rely on it to monitor bills we help write, the ones we support, and the ones we actively push against. The platform makes it simple to stay in touch with sponsors and their staff, with accurate contact info and committee assignments that save us time and make it easier to collaborate. The reporting tools are flexible enough to keep leadership updated without extra work, and the API lets us plug legislative data directly into our internal systems. It is used daily by around a dozen people.

**What do you dislike about Quorum?**

The (new, I think) API could use stronger documentation, and occasionally we run into missing data or poorly documented endpoints. While Quorum has CRM functionality, we’ve found it more effective to pull legislators and staffers into our existing CRM and email tools instead. Isolating communications inside Quorum creates some friction for us for cross functional collaboration with marketing, events and tracking organizational affiliations beyond just legislation, so we prefer to integrate the contact info but manage outreach elsewhere.

“Quorum gives us one reliable place to follow the full lifecycle of legislation. Before, we were piecing together bill status, sponsor info, and committee assignments from multiple sources, which was time-consuming and prone to errors.

Quorum searches round the clock every day for legislation and regulations in all states on topics I choose. It tells me when bills are scheduled for hearings so I can pro-actively weigh in if needed. It has great tools for tracking and organizing bills and regs. And it's easy to collaborate with the rest of your team.

I haven't found a downside to Quorum, it's all great.

Quorum did an ok job at notifying when a bill was moved to committee.

**What do you dislike about Quorum?**

Quorum lied to me and said they would provide legislative staff contact, and did not do so. When I questioned why that information was not available they said they could only provide what was publicly available, which was a generic office email address that is available online for free. I urge you DO NOT purchase this software for state or local advocacy.

**What problems is Quorum solving and how is that benefiting you?**

I thought Quorum was going to save me time with having up to date staff contacts for legislators, and bill tracking. Their softward did an ok job for the bill tracking, but it did not justify the expense if they did not have contact information for legislative staff. There are much cheaper alternatives.

To clarify, Quorum does provide State Legislature staff contacts, and as of our last count, we maintain a database of approximately 9,000 state-level staffers. For local advocacy, due to the structure of local government staffing, the most relevant points of contact can be found within our officials dataset. This includes local elected officials, administrators, and law enforcement leaders (such as police chiefs and sheriffs) for every county and over 5,600 municipalities.

Quorum does an excellent job identifying relevant bills and notifying via daily email updates. This has helped our organization to stay on top of all relevant bills.

**What do you dislike about Quorum?**

It is a large program that takes a good deal of getting used to. Lots of front-end work (setting search terms, uploading data, creating tracking boards) is required to fine tune the software.

**What do you like best about Quorum?**

Quorum's bill tracking software has saved me an enormous amount of time tracking legislation. I used to have to read the caption for every single bill that was filed, and now I have it set up to catch all bills related to my field based on key words. I also love using the Outbox - it has been instrumental in sending and tracking newsletters. It has also made events more successful with it's RSVP features combined with outbox. And, every time I have any kind of question, the Quorum team is always there with a quick answer. I also very much appreciate how receptive they are to feedback about the platform. It's an incredible product, and I don't know how I would do my job without it.

**What do you dislike about Quorum?**

There is a little bit of a learning curve, but the Quorum team is there to walk you through anything!

It's saving me an astronomical amount of time! I also love that multiple people can work in the platform at the same time and work on things together.

**What do you like best about Quorum?**

I find Quorum user-friendly and pretty nimble for tracking legislation across several states. I like the alerts function in particular, because i can see whether lawmakers are talking about a specific issue in their constituent newsletters, on social media, or if they put out anything official about it. The customer support specifically for the legislation management and alert management is great.

**What do you dislike about Quorum?**

Customizing the fields can be a bit cumbersome. I also find the email designer clunky. It's great for basic text-only emails, but crafting anything with visuals is frustrating and doesn't look great. (And I'm decent with design, usually!)

**What problems is Quorum solving and how is that benefiting you?**

I'm responsible for tracking a large volume of bills across several states - Quorum prevents me from having to comb through legislative websites one at a time.

We're a small organization and Quorum isn't cheap. We had to get an exception so we didn't have to pay the whole year up front.

Bill tracking is the primary problem. Our issue areas don't fit in easy categories so it's great to be able to break down what tags and keywords work for us.

Quorum has a well updated directory of both personal and committee Congressional staff, as well as a good directory of federal employees. In addition to the directory, Quorum provides a good data base of key documents, both on the Congressional and agency level.

My biggest issue with Quorum is sometimes the interface can be difficult to figure out. While it typically is pretty easy to navigate, there are times when trying to find information can be trickier than it needs to be.

The sheer breadth of Quorum's tools are very impressive. You can search bills, regs, legislators' newsletters and social media posts, and much more. Your whole team can share these pages and organize them efficiently, and there are multiple tools to create reports and share data with others in your team or elsewhere.

It's expensive. And the focus at times seems to be on new features rather than on fixing existing problems, although this has seemed to be less of a problem in the past year or so.

**Recommendations to others considering Quorum:**

If the price isn't a problem,  Quorum stands alone in the field. I think it's unrivaled in its ability to provide advocates with tracking and reporting tools. Plus, everyone who works at Quorum, in my experience, is quick to respond, positive, and helpful.

Quorum allows me to track legislation in all 50 states and to keep all of it organized so that I know with minimal effort, when and where we need to apply pressure to meet our goals. It also links this legislative tracking to our grassroots advocacy program in a (relatively) seamless way.

I like that I can tailor the set up of the tracking system the way I like. I also like that I can easily get ahold of someone if an issue arises, and it's taken care of right away. I've had one or two missed bills, but right when I reach out, they are put into the system and it's taken care of within 24 hours. I also like the organization aspect of it and the ablity to make tracking lists. Additionally, I like that you can send emails directly to lawmakers and see if they opened your email or not.

I've had a few issues with missing bills in my portal over the past year, but nothing to be concerned about. Usually, it's a problem with the state's website and being able to scrape the data.

I need to track legislation across all 50 states, and I need to know about the movement of that legislation quickly and throughtout the entire bill process. So, Quorum solves a lot of issues for me on front including quick emailed updates. Additionally, we need to be able to mass email our members and legislators. Quorum's feature is instrumental in that process.

Quorum has improved my ability to track multiple engagements, bills, letters, and more. The notes available for review - not only my own, but those of my colleagues - has helped me prepare for numerous meetings. The features that allow additional insights on lawmakers such as who they work most often with and align most closely are highly beneficial.

To date, my only dislikes about Quorum are the occasional disruptions in service (which are never long) and the times when I reach out to a staffer who has transitioned from the Hill or to another office. However, with a quick email to our Quorum team, the issues is promptly resolved.

Quorum allows me to better target my advocacy efforts by providing additional details about lawmakers. The news feeds I receive are customizable and highly useful. Quorum provides a wealth of features that each have their unique benefits.  Specifically, I rely on Quorum to deliver daily digests of issues and policymaker actions from around the world.  Quorum eliminates the need to have multpiple different databases, instead it provides a singular place to research any topic or issue important to you or your clients is consistenly keep a pulse on what is happening.

At first I felt Quorum could be difficult to navigate.  However, after finding an opportunity to engage with a Quorum reprsentative, we were able to sit down discuss my priorities and walk through the system.  The conversation uncovered a number of features that I conitnue to use almost three years later.

We reviewed all the major legislative tracking options available to businesses, and Quorum came out on top. Their comprehensive database is easy to use and has everything we need to keep track of important legislation. The information on officials and bills/regulations is top-notch. Implementation is quick as the system is easy to use right out of the box. The ability to create custom fields to implement our own tracking and catagorization processes is extrememly helpful, and the custom dashboard and tracking boards make our job super easy. Our risk has greatly decreased since signing up with Quorum because we now have an early-warning system in place whenever new legislation is introduced that may affect us and our mission/vision. The time it takes us to research officials and their voting records/stances has decreased from hours to mere minutes with Quorum. The quick access to support through chat has been super helpful. We use the system daily, and all-in-all, we have no regrets.

**What do you dislike about Quorum?**

The UI is sometimes a little clunky, and can be slow when working with large amounts of data, but that's not too unexpected. The "one-pagers" we create on officials could look a little more professional, but they aren't too bad.

We needed a comprehensive risk-management system to warn us of any impending legislation that may affect our mission and vision. Quorum has provided that for us in an easy-to-use package. 
We also needed a system that can provide us the information we need when planning our legislative strategy for the future. Quorum has comprehensive information on officials, staffers, agencies, committees, bills, resolutions, etc. that is easy to find and correlate.

Whenever I have a question about the platform or run into a glitch, I reach out to the live chat team and they are always extremely helpful. If they can't resolve my problem right away on their own, I can usually get a fix in a few days. I also appreciate that my feedback is genuinely taken into consideration when they develop new features or when I have a need that the current system can't address.

I think the platform can be intimidating for some new users because there are so many functions to learn. Sometimes it is not the most user friendly on the first try, but with some practice it comes naturally.

I love that we can do legislative tracking, grassroots campaigns, and external emails all through one platform. It makes it easier to track connected pieces of information, like bills and legislative champions. Our grassroots network has grown and the impact of our advocacy campaigns has also grown!

**What do you like best about Quorum?**

Issue management and the ability to consolodate communications, contacts, bills, etc. into issue areas. I do appreciate the online support feature which is a convenient click away. A majority of the folks I interact with in customer support have been very professional (and patient) and have helped me to get from point a to b, which I greatly appreciate.

**What do you dislike about Quorum?**

The interface and certain features in the system appear unclear from my perspective, such as the inability to manually (and easily) solve for duplicate contacts in the system. Quorum's automated feature doesn't work well in that regard, so making customers 100% reliant on said automated feature doesn't make sense. 

Another feature which I find confusing (and perhaps this is due to the lack of understand) - Tracking boards versus alert management. There are several people in my department that have spent entirely too much time trying to differentiate the purpose of these two features under the tracking option. 

Another area include the grassroots capabilities. Some areas of the process seem antiquated. For instance, not having the option to setup grassroots alerts targeting specific lawmakers without tying constituents into the process. I get that's how it's generally done and I appreciate the significance of lawmakers hearing from constituents - however, there are times where you may need the flexibility to move outside of engaging the typical constuent body. 
Another limitation is the absence of options for volunteers to choose from multiple letter versions, limiting variety in campaigns. 

Last but not least, I'm still up in the air on the redesign of the dashboard. For people in charge of GR for their organizations, generally, all facets of GR and advocacy are a priority. Forcing users to prioritize and to only select from certain areas doesn't really work for folks in this position.

This may all tie into coaching/onboarding: as a newer employee to the organization and head of the department that utilizes Quorum, I wasn't really satisfied with the onboarding/coaching of Quorum. Given some of the complexities and capabilities with the software, there really should be more indepth coaching.

We're not exactly sure yet. Also, below - "is Quorum headed in the right direction?" That's a loaded question that really deserves a text box.

Quorum makes things like issue tracking and legislator communication very easy to find, but it can sometimes hide the controls for "contacts," or our grassroots advocates. We rely very heavily on sending action items to the grassroots, so particularly after an interface revision we're left searching for how to get to our advocates on the ground.

The Action Center helps organize our advocates' on-line experience, so we can just do a hand-off from our website to the Action Center and know they'll be in an appropriate and properly branded environment.

invest the time up front to regularly meet with your Quorum rep so you can more quickly acquire the knowledge of everything that is available to you.

Quorum is an excellent basic legislative tracking system that is easy to use. It meets the needs of our company for the most part. The email notifications are right on time and are helpful in setting priorties. I like how you can write your own bill summary and create and assign your own custom fields. Recording interactions was a plus.

**What do you dislike about Quorum?**

I wish you could set a stance and priority (in the quorum fields) of "Not relevant" so you know you reviewed the bill but don't need email updates etc on it. Reporting in Quorum is also a challenge, especially trying to report on your custom fields if you have them. Officials are listed in an inconsistent manner and are sometimes hard to find. I preferred the former layout and color scheme. The new version is harder to work in.

Quorum’s software helps you track, change, and report on policies, create grassroots campaigns and manage interactions all in one place. It puts you in charge of your work and gives you access to a bunch of cool resources - databases, action center, and texting capacities.

The only thing I'd really say, and I don't even know if this would count as something I dislike, really just what comes with any software - it takes a little bit to get used to. It is user-friendly enough, but it still takes some doing to navigate the software. I'm a couple of months in and have only scratched the surface of what I can do with this software. The more I use it, the more I learn.

**What problems is Quorum solving and how is that benefiting you?**

A couple;

1) We needed access to a database to enable us to send emails to legislators and committees etc etc - Quorum provided us with those contacts, a way to either email, call or text them and so much more! 

2) Grassroots campaigns - Quorum provides an action center function that allows us to create, manage etc campaigns!

3) Advocacy texting and emailing - through Quorum, we are able to message and communicate with all our advocates, coalitions, elected officials.

I enjoy using Quorum because it has an accurate congressional directory (members and staff). I also enjoy the outbox/email metrics it provides and how easy it is to export these metrics into a spreadsheet.

I dislike how the contacts, officials, and similar pages are organized. I often do outreach to contacts or need to add/update contacts (instead of officials), but getting to the contact page is confusing. Editing the contact page and lists are also confusing.

I found the onboarding to the product to be sub-par given how much there is to learn.  There is little time in a person's schedule to watch and rewatch training videos that often do not have niche questions that I have had about using a product.   I have also found resetting search terms to be difficult at times leading to poor searches.

**What do you like best about Quorum?**

I enjoy the ability to create reports and log many different types of interactions. The customizable dashboards are also really useful for our team - to ensure each team member can see what they need to every day.

**What do you dislike about Quorum?**

I find that directories of staffers are not always up to date and it is annoying that you can't sort cosponsors of legislation by the date they joined.

**What problems is Quorum solving and how is that benefiting you?**

Quorum is solving our problems with tracking our advocacy and lobbying activities and reporting those out easily. Our team is new to Quorum but already finding these functions useful.
