If you want a solution which will make your users happy without letting the support costs overbear on you, OpenStack is likely your answer. The amount of control the end user has, while still keeping within your guidelines, will make enterprise cloud deployments much easier than many other off the shelf products. Be careful with the integration of hypervisor (try to avoid propietary solutions or review support contracts before vendor locking) and the storage solution you will be using, try to planned a Software defined storage to be ready for better integrations/upgrades, and for networking you should setup a SDN solution. The performance and the scale of OpenStack is tremendous.

Though the community is trying to stay focussed and work towards making the software more reliable and improve performance, companies with commercial interests are mostly pushing for their own end goals which may not align very well with the actual goal of the community. The amount of documentation, was both a boon and hindrance, You needed to read many paths to get your head around the key question of where to start. Recommendations to others considering OpenStack:

Find a good class, like Mirantis, Red Hat, etc.. it will save many man-hours of frustration; in terms of business logic the tuition-to-(time of salary) cost is well worth it. Plus it will steer you in the right direction; I had been on my own for a long time before taking the course, and it filled in all the gaps in my fragmented understanding. Primary problem that Openstack solves is Cloud orchestration and automation. We have been able to significantly reduce service provisioning timelines for our customers by implementing openstack.
