The amount of control the end user has, while still keeping within your guidelines, will make enterprise cloud deployments much easier than many other off the shelf products. The level of control of flavors (CPU, RAM, disk, etc), operating systems, total consumption of resources, network and security groupings, the APIs available across a variety of programming languages and frameworks, and the many community forums supporting OpenStack offer a lot of comfort to those that feel out of their depth when getting ready to implement a cloud solution.
