The downside of QnA Maker is the way it can get confused as your knowledge base grows. You may need to continually train it to link questions and answers. Sometimes this means typing slight variations of the same question over and over until it recognizes what it should respond with. I have personally only used Microsoft's Language Services for part of speech tagging, but its POS tagger has served me well for several years. I rarely have issues with it being inaccurate, and its response time is usually pretty quick. We have a very basic instance of QnA Maker, so i'm sure there are many more capabilities that would be unlocked by paying a higher fee.
One thing i've noticed is that our API gets hung up and it takes a while to really get going on our portal, where the API is sent and our "ChatBot" is located.
