Dynamic is curve by curve management you can monitor usage, Scheduled I have not used, but I imagine in some use cases it would be helpful. But the best that helps our app the most is the use of Predictive Scaling. Such as setting CPU utilization to greater than 80 percent or lower than 10 percent. It saves money and time and trouble. You have to make sure your instances are all configured for easy scaling up and down, and get all of that configuration into the AWS cloud using launch configurations and AMIs. Scaling down with horizontal scaling is unpredicatable. AWS EC2 autoscaling does offer some termination policies like oldest instance, newest instance, etc. but this still does not guarantee that the instance being terminated is not doing some task.
