I have found the Theme Frequency report to be largely inaccurate regardless of which survey I am looking at - onboarding, engagement, and exit. It sometimes picks up more concrete themes well, like benefits, training, compensation, etc., but anything like trust, culture, teamwork, etc. the comments often do not correspond to the theme.
