Create a separate folder for each client. Inside that folder, create separate folders for each project, for the client's identity resources (logo, color samples, and so on), and for images or text content that is frequently reused. Individual packages are included in the project folders (possibly different for each project). To prevent the client and project folders from becoming too numerous, also create an archive folder where inactive folders can be dragged.
