HAving never used an FTP or anything like it i find myself a bit stuck
I need to be able to have a shopping platform connect to a folder on my PC to import my stock feed inventory SCV into thier system
This is there vague instructions
Your Stock and Price Feed needs to be available via a web accessible URL with access permissions for the range of IP addresses:
Please allow all IPs in the following CIDR ranges:
46.37.179.0/24
78.137.122.0/24
80.66.203.0/24
109.108.141.0./24
109.108.155.0/24
e.g. for the CIDR range 80.66.203.9/24 this would be all IP addresses from 80.66.203.1 to 80.66.203.254
The feed should be in CSV format (Speak to your account manager for other formats) and can be gzipped if required.
e.g. http://www.yoursite.com/feed/onbuy.csv.gz
Is this the right FTP software and how?

Sounds like you need FTP server software, and not FTP client software (which WinSCP is). I'm using TitanFTP Server; it's not cheap, but best in the industry in terms of ease of use, protocol support, and integration with ADS. If you're looking for something free you might try FileZilla FTP server. WinSCP can connect to both of these server types as well as a wide range of others (basically any FTP, FTPS, or SFTP server).
