So, is it more safe than alternatives? Yes. Are there ways that Signal could be compromised? Of course. If you don't have a password on your phone and you lose it and you don't lock it down, that is a compromise. Is it a compromise of Signal, not really, but the point is that "safe" is not a simply yes or no answer.
