Is it possible to understand the reason for why referee's decline an XRef request?

I have not seen the reason when I hover over the name of the referee in an XRef submission when it lists that the XRef request was declined. It would be handy to know the reason of the referee's choice to decline because we don't know if the referee was simply too long ago in the candidate's career to be considered as a useful reference or if the referee declined the XRef request for the reason of not wanting to supply negative feedback in writing. Also, it would be fantastic if in the future, as some people wish to not having anything in writing, if the referee had a function to call the administrator, and the administrator had an option to use 'voice to text' technology to capture what is being said. It may defeat the purpose of the referee's wishes in having it over the phone, but I would say too that even if a referee doesn't wish for them to comment in writing, I would rebut this by saying that a recruiter/administrator is logging these notes in writing in formal reference checks anyhow so it could be

Often the reference will send an email to our support team, explaining why they have declined the request. In these cases, and with the permission of the reference, the email will be passed on to the prospective employer. In the event that a request is declined, we ensure that you are still able to collect the number of references you require, by allowing the candidate to provide details of an alternative reference provider. This offers you the opportunity to get in touch with them at a time that they have specified and ask for more detail about any of the responses they have already provided and ensures process efficiency without taking away all possibilities of speaking directly to references.
