No it's not; though a lot of it is written in Python3 or bash, so the source of that is available but not published under an open source license. The source code of the core is not available.

The Checkmk raw edition (community) is. And is very very capable btw. It should not be underestimated vs the commercial offering. See: https://github.com/tribe29/checkMK
