Yes, just download the newest version from www.inkscape.org. If you like to live at the edge, you can also download the newest sources and compile it from them. Hope it helps

Yes you can and you can also downgrade. On the website https://inkscape.org/release/inkscape-0.92.4/ you can see all the versions on the right side. There's even a beta of the official 1.0 version, but expect bugs
