Kind of. It's not like it's big brother desktop version. It's meant to edit photos. So it will force you to edit a photo. A workaround would be to create a solid background color photo such as a black background or a white background solid photo then when Adobe Photoshop Express asks you which photo you want to edit you would select the solid background color photo you have in your gallery and use that to create your design on.
