Yes, you can file any return without Avalara's assistance. Their selling point is that they do it for free if you enroll in their SST return service. We file all of our returns ourselves, many are in SST states.

Avalara must assist with any SST-Simplified Electronic Returns. If the form name includes "SER", it's a simplified electronic return, and Avalara must file it on your behalf.
