Susan, for a definitive answer you might want to contact the publisher, but in my experience a perpetual license includes support and upDATES but not version upGRADES. A licensed user who is happy with their current version will be supported, as will the software, for the term of the license, including perpetual; someone who has found that Version 5 offers them all they need can continue using it, can request (and receive) technical support, and will receive any updates which are issued. I had no reason to upgrade from v6 to v7 for a long time after 7 was released, and received various updates (mostly minor improvements) to v6 for as long as I used it.
However, if a version upgrade is released *and* if it offers features that you want or need, having a valid license for an earlier version nets you a substantial discount; when I finally decided to go from v6 to v7 I paid a fraction of the cost of purchasing v7 outright.
