Yes, the community version is completely free as long as you remain eligible: "Companies and individuals with less than $1 million USD in annual gross revenue and 5 or fewer developers." I have been using only ASP.NET MVC and Core controls since 2017 with no obligation to pay anything but you can use any products you wish . What is surprising is that technical support is world-class even for the free version.
