These tools are most commonly implemented by marketing, creative, or media departments or individuals with a large volume of images to manage, such as professional photographers. Photo management tools are often incorporated into the workflows of people using images and are used alongside graphic design or photo editing tools.

To qualify as a photo editing tool, a product must:
